To open an account by mail
To open an account by mail, please enclose all the necessary documents in an envelope and post it to the bank. Please note that we do not return the account application forms or identification documents once they are submitted.
To open an account, you must be a resident of Japan.
Account opening is not possible if you are a nonresident in Japan, or your status described in your Certificate of Alien Registration is 短期滞在 which means a temporary visitor.
Foreign citizens who will leave Japan (nonresidents of Japan) are required to close their account.
Step 1: Request a Starter Kit

Request a Starter Kit online or contact Shinsei PowerCall (toll-free number inside Japan: 0120-456-860).
Available 24 hours a day, 365 days a year in English.
Account application forms and brochures are in English. Furthermore, the call center staff can assist you in English.

Step 2: Fill in the account application form
Here is a checklist when filling out your application form.
   
  1 Please use the same spelling as on your identification documents.  
   
  2 Date of birth must be the same as the date shown on your identification documents.
   
  3 Address must be the same as on your identification documents and must be the current place of residence.
Please fill in your post code and house or apartment number.
   
  4 Fill in the color number of cash card* corresponding to the Account Guidebook enclosed with the Starter Kit or click here.
*If this field is left blank, you will automatically receive the color Big Sky (color number: 001).
   
  5 If you provide a signature1, it is imperative to remember it exactly. Therefore, make sure it is a signature you can execute again in the future, and it is advisable to use your full name (i.e., what is on your identification documents).
   
6 If you provide a personal seal2, stamp it ONLY ONCE, and CLEARLY INSIDE the box. The following examples are not acceptable.

Step 3:Check the required identification documents
To open an account, you must be a resident of Japan.

  • Check that your period of stay has not passed.
  • Check that the address stated on the card is your current address.
  • Provide a copy of both sides.
  • The copy must be clear and legible.
  • Name, address, date of birth and card number must be clear and legible.
  • The name on the account application form must be the same spelling as on your Certificate of Alien Registration.
  • The address on the account application form must be the same as on your Certificate of Alien Registration.

Telephone bill / Mobile-phone bill / Electricity bill / Water bill / Gas bill / NHK bill

  • Bills must have both name and address, and must be the same as on your Certificate of Alien Registration. Should it differ, the bills would not be considered as acceptable identification.
  • Bills must be issued within the past six months. Please confirm that the issued date falls within this time period before enclosing.
  • Neither a letter of nonpayment nor delinquent bills are acceptable.

In case you are unable to provide the required documents of both A and B above, please provide an original of the Certificate on Registered Matters (TOUROKUGENPYOU KISAIJIKOU SHOUMEISHO), together with the account application form.

  • Please provide the original certificate, as we do not accept a copy.
    The document must be issued within the past six months.
  • Please check that all items are filled out (e.g., Landing date), as we do not accept the document if there are any blanks.
  • Should the Landing date be blank, please provide a copy of your Certificate of Alien Registration.
  • The name on the account application form must be the same spelling as on your Certificate on Registered Matters.
  • We do not return the identification documents once they are submitted.

Japanese Driver's License
1 Name, address and date of birth must be the same as written in application form.
2 Check the expiration date.
3 If name or address has been changed, please provide a copy of both sides. Make sure that issuer's stamp is also clearly copied.
4 Paint it black when the permanent legal address is printed before sending.
5 Remain other printed information visible.

Step 5: Welcome Kit, cash card and PIN will be sent separately to the registered address

Welcome Kit, cash card and PIN will be sent separately. Cash card and PIN are sent as Delivery-certified mail (Haitatsu kiroku yubin). For security reasons, they may arrive on different days.
(The cash card may not be embossed with your full name due to limits on number of letters.)

Note: Delivery-certified mail (Haitatsu kiroku yubin) is a mail service that records the delivery. If the mail is delivered during your absence, it will be sent back to the post office. Please use the link below for further information.

 
Step 6: Start using the account

Make a deposit and start using the account. Any of the following ATMs are capable of depositing money into your account.

Japan Post Bank and Post office ATMs
Shinsei Bank ATMs (available 24 hours a day, 365 days a year)
Seven Bank ATMs, including those located inside Seven-Eleven convenient stores
